U.S. REP. PAUL RYAN'S PATIENTS' CHOICE ACT to replace the current exemption from taxes of employer-provided insurance with a refundable tax credit of $2,300 for an individual and $5,700 for a family that people would get regardless of whether they get their health coverage from their employer, would cover only a third of the actual costs of comprehensive health insurance, leaving people still unable to afford adequate coverage.
